You buy these books when you sign up for the CAS courses. You sign up for the exams through the Institutes or AIAPCU. I think they want you to buy these books through them, but if you can't for some reason, the same info is going to be in AICPCU books such as:

Insurance Operations, Regulation, and Statutory Accounting
Foundations of Risk Management and Insurance
Personal Insurance
Commercial Insurance

I wish they still tested this info in essay format though - this change constitutes a watering down of standards.
