Which is better?

Foreign people, English is a second language. don't have a green card. Which is better for finding a job in Actuary field?
MS degree in Actuary Science + 2 or 3 exam pass
PhD or MS degree in Engineering + 3 exam pass

To me the Act Sci degree is better.

If you want to be an actuary and are serious about it, you're not demonstrating committment by pursuing an engineering degree.

An engineering degree won't give you many tools you need to be successful as an actuary, especially if you already have several exams passed.

My opinion only, others would differ I'm sure.
