Mood of the cover letter

Can anyone inform me of the type of language that should be used in a cover letter when applying for an actuarial entry-level job. e.g. should i be professional, personal, focus on my self or academin achievments.

Is the point to sell yourself to the company? or elaborate on issues in your CV with a few additions?
