Candidates may ONLY use the battery or solar–powered Texas Instruments BA–35 model calculator, the BA II Plus*, the BA II Plus Professional*, the TI–30Xa or TI–30X II* (IIS solar or IIB battery). Candidates may use more than one of the approved calculators during an examination. Using a calculator that is not on this list will result in the disqualification of the exam.
So ... considering the TI-89 isn't on the approved list of calculators, this should make the choice pretty easy.

I'm not completely sure where you're going with this.

If I'm not mistaken, are you asking if the BA II will be able to do all that the TI-89 can, and have all the extra applications. Right?
Well the answer to that question is "no". The reason there are only two calculator models approved for testing is because of things like this. The approved calculators won't help you do or remember anything extra during testing. They will only help you to calculate numbers.
Hope that answers what you were asking
