Is it true that 18/30 was the passing mark for the May exam or is that just a guess? I'm getting about 70 percent on the Actex practice exams and I'm just curious how close I'm coming. Thanks for any advice.

It's just a guess. That's all we can do - suggest a number, because pass marks are not published.

Also keep in mind that Actex normally makes their practice exams a little harder than SOA exam questions, so it sounds like you're doing well. Keep at it!
