You have to try them all. Most of them aren't interested in helping graduates - although sometimes they can be persuaded if you follow up the next day with a phone call. It's best to send every agency your cv (don't tell the agencies this!) and register on jobsites such as primecareers, cityjobs, etc. The difficult part is actually finding jobs to apply to - agencies are notoriously unhelpful until you actually get your first job, but still worth a try. Even when they do agree to help you, they often forget you - so you need to call them regularly. Speculative targeted cv's aren't a bad idea. Either way it's a lot of work and never easy.
