I would consider between University of Wisconsin-Madison and Georgia State University if I were you. I am a UW-Madison alumni member, so I will champion for Wisconsin all the way. UW-Madison's actuarial program is well-known among actuarial employers and it has a very supportive and focused program. Excellent faculty members. On the other hand, I heard that GSU also has an established actuarial program, with faculty members of high calibre. The decision might ultimately come down to which region of the country you want to move.
