I am a Canadian citizen and it's impossible to find an entry level job here. Does anybody know which state in USA has the most actuarial entry level job(S)?

It is probably impossible to tell, because companies do not share this data nationally. Illinois is the state that has the most qualified actuaries, but if you take the New England region (Mass., Conn., RI, Vermont, etc.) together with New York, then that area has more actuaries and actuarial jobs then the Midwest (Illinois, Iowa, Ohio, etc.) . Those two regions have the highest concentration of actuarial jobs, although there are jobs nearly everywhere, with rather low density of them in the Southwest.
The two cities with the most jobs would be Chicago and Hartford, then probably Boston and New York. This is one of the downsides of the actuarial profession: very few opportunities in Hawaii, South Carolina and Alamaba, where the weather is nicer. Or Arizona, New Mexico and even California.
