    Not sure about finding pmf, but for mean and variance, wouldn't you just find the first and second moments?

    E[X] = .6(1) + .3(5) + .1(10)
    E[X^2] = .6(1^2)+.3(5^2) + .1(10^2)
    Var(X) = E[X^2]-E[X]^2

    For your second question, I think
    E[X+a] = E[X]+a
    Var(X) = Var(X+a)
